Are we allowed to limit the withdrawal amounts for non-account holders at our ATM machines? With the tax refunds cards issued by companies like H & R block we seem to have customers making large cash withdrawals.

You would need to check with your ATM network processor to see what their rules are regarding discrimination for withdrawal amounts.
