We have a customer that filed a dispute for $100 at a bar. We looked at other transactions and realized there was another transaction for $15 at the same bar an hour earlier. Both transactions show card swipe so we know the card was present. She is not disputing the $15 charge. While I don't feel the bank should just roll over and give her $100, I also don't think we have much of a choice since we don't have chargeback rights. Can we make the bar provide signed receipts for these transactions?

You have two options. You can send a "Request for Information" or "Retrieval request" through your processor to request a copy of the receipt or you could try contacting the bar owner directly to see if you can get a copy.

Couple of possibilities here:

1. The customer was too drunk to remember spending that much.
2. An unscrupulous friend stole grabbed the card without your customer knowing and put it back.
3. An unscrupulous employee swiped the card while processing the authorized payment to help themselves you some of your customer's money.

Also remember - Regulation E protections have nothing to do with charge-back rights.
