Are these subject to Regulation E? Or are the covered by NACHA rules only? Eg. Signing on a credit card company's webiste to intiate payments from another bank account.

These are ACH's and fall under same rules.

The transaction will be subject to Reg. E with regard to the debit to the consumer account at the receiving bank. Also subject to NACHA rules.
