We don't allow preauthorized debits on savings accounts. Can we charge a fee (as a deterence)to try to get people to comply with our policy? I can't think of a reason why we can't.

How will charging a fee deter this? I know in some cases, people may not be willing to pay a fee, but in many people are willing. Therefore, you are not strengthening compliance with your policy. It sounds like you have more of an internal training and monitoring issue.

We return any preauthorized debits but also want to charge a fee to deter individuals from setting up ACH debits to their savings account. We cannot control situations where an account owner sets up an ACH debit to a savings acct with a 3rd party. We can only reject them, which is a headache.

I am on the same page now. I thought your institution was setting us the preauthorizations.
