We have a customer who wishes to change the registration on over 300 savings bonds. Our management wants to charge a fee for the processing of the reissue forms. Is that allowable through Treasury Regs? I have read that you can't charge a fee for issuing and cashing, but see no guidance for reissue transactions.

I can't answer your question, but you have my sincere sympathy. I did this on 120 for a customer late last year and it took me a couple of weeks to get everything filled out for him in between waiting on my other customers.

Why does he want a reissue of 300 bonds?! eek I know there are restrictions as to when you can reissue a bond. The guide Ski posted above has a helpful chart.

Can't you give the customer all the paperwork to complete and bring back? I don't see why the bank would have to complete all the paperwork for 300 bonds... Then again, it's been a long time since I've dealt with bonds so I don't know all the rules anymore.
