Do any of your Banks allow PIN access on HSA debit cards - use it at an ATM? Are there any prohibitions for this? I know we do not have to monitor this but the question was asked...Thank you.

I think it is a toss up. You can restrict ATM usage and restrict via merchant category codes also, if you so choose. While it is the individual's responsibility to maintain records that the withdraws are for eligible medical expenses, it is just up to the bank as to how far the bank wants to assist in that process.
