I am interested in reading the preamble to Reg E's Final Amendment impacting error resolution procedures. I've found that seeing the intent behind why certain things were written the way they were. How does one get their hands on the preamble from 2009/2010? It is before my time as a compliance role.

You could search the regulator's bulletins, memo's, etc. (FDIC's FIL's). However, I would start with the FRB's Consumer Compliance Handbook: https://www.federalreserve.gov/publications/supmanual.htm
It provides an overview of each regulation and gives the "why" behind the "what" (which is what I believe you are looking for).

You should be able to find the actual publications in the Federal Register. https://www.federalregister.gov/

If you use the advance search function, you should be able to narrow it down to what you're looking for.

Are you specifically referring to 1005.11? Is there a specific portion you are looking for? Not much changed in that section prior to the CFPB take over. When it was still 205.11 under the Fed, here are the Fed Reg citations:Reg. E, 61 FR 19669, May 2, 1996, as amended at 63 FR 52118, Sept. 29, 1998.
