To whom, and how, will the cfpb's Mortgage Origination Exam Procedures apply? I'm confused.

This was in the ABA Briefing this morning:

CFPB Publishes Mortgage Origination Examination Procedures
The Consumer Financial Protection Bureau yesterday announced the publication of its Mortgage Origination Examination Procedures, a field guide for CFPB examiners looking at mortgage originators in the financial services industry’s bank and nonbank sectors.

I haven't been able to open it, and per BOL's Top Stories, the link isn't working.

Our senior lender sent us a .pdf copy....not sure how he opened it....23 pages.

So do these procedures apply to a 2.5 billion dollar state non-member bank?

They apply to entities that the Bureau will examine. FI's over $10 billion in assets and non-FI originators of all sizes.
