Can anyone tell me if there is a document available that would show the various provisions of the Dodd/Frank Act that will automatically go into affect with or without rules from the CFPB and the dates that this will occur?

ABA has a Dodd Frank Tracker. That would be a good starting point.

Most of title XIV of DFA goes into effect on 1/21/13 if the CFPB fails to issue final rules before that date. http://www.federalreserve.gov/newsevents/reform_actiondates.htm
