I printed a High Cost-High Rate Loan Law Comparison Matrix from Bankers' Tools that indicates that bridge loans are not covered by HOEPA, yet the only exclusions I find in Reg. Z are: Residential Mortgage Transactions (purchase money and intial construction), reverse mortgages, and open-end credit plans. Can anyone tell me where to find this info? Thanks.

I don't know what the Matrix that you are referring to says, but bridge loans are not excluded from HOEPA. The exclusions are as you listed. Rather, the balloon limitation on HOEPA loans (see 226.32(d)(1)(ii)) does not apply to a bridge loan. In other words, a bridge loan is not a violation of the balloon limitation/prohibition on a HOEPA loan.
