We have a loan which will be on third rank in a flood policy with the NFIP. We called the broker and he said that their is no place for a third rank under the NFIP policies.

Is this a company's system restriction or a NFIP ruling? If an NFIP ruling I need to know where is it expressed in the Manual.

Tell the broker to read the Flood Insurance Manual in the Application section:

G. Second Mortgagee Or Other
Identify additional mortgagees by checking the
appropriate box and entering the loan number,
the mortgagee's name, mailing address,
telephone number, and fax number.
For condominium associations, follow the
appropriate instructions provided under “F. First
Mortgagee.”

If more than one additional mortgagee or
disaster assistance agency exists, provide the
requested information on the insurance agency’s
letterhead and attach the letterhead to the
Application form. Provide the disaster assistance
case number.
