Is there anything in Reg B that prohibits a financial institution from waiving Overdraft Reserve Account (a credit account) fees (transfer and annual) if a deposit account holder (regardless of age) maintains balances and other deposit account requirements on a deposit account offered to everyone?

It called relationship pricing and as long as no prohibited basis is a consideration, it happens all the time.
