If a single wide manufactured home on pillars is located on the owner's land, is it considered personal or real property for lending purposes? Would pillars (stacked cement blocks) be considered a permanent foundation?

is it considered personal or real property for lending purposes - You will have to look to PA state law.

Would pillars (stacked cement blocks) be considered a permanent foundation? - In most states pier foundations are considered permanent foundations.
