Is there a problem with our own tellers or FSRs referring a customer to our own mortgage loan department and the teller/FSR getting paid a set referral fee when the referral results in a closed loan regardless of the dollar amount of the loan?

Not from a RESPA standpoint. Watch though for some state laws that address paying incentives for making loans at financial institutions.
