Would an assignment of mortgage from another financial institution be considered a refinance and be covered by HMDA?

If you are taking an assignment of the mortgage as collateral the loan would not be subject to HMDA. On the other hand if the assignment is where you purchased the loan then it would be reportable as a purchase.
