When an applicant completes an online mortgage application but doesn't put in all necessary information and does not submit it to us, we are sending out an adverse action notice indicating the application was incomplete after 10 days. Since they didn't submit the loan to us do we still need to send out the regular 3 day disclosures? Thanks

I wouldn't treat it as an application at all. Think of the "Submit" button as the "Reg. B" button. Until it is submitted, you have no idea what the person intends to do. Would you send an adverse action notice if I take home a handful of paper application forms but not submit any of them?
