If you have a customer come in and wants to buy a second home in Florida and they are going to fix that house up to rent but may live in evidently would you consider this as an investment and do as business purpose or consumer purpose?

IMO, since they eventually intend to live in it or use it as a vacation home, this is a personal investment therefore a consumer purpose.

From Reg Z section 226.3
Credit extended to acquire, improve, or maintain rental property (regardless of the number of housing units) that is not owner-occupied is deemed to be for business purposes. This includes, for example, the acquisition of a warehouse that will be leased or a single-family house that will be rented to another person to live in. If the owner expects to occupy the property for more than 14 days during the coming year, the property cannot be considered non-owner-occupied and this special rule will not apply.

I would think you need to go with consumer purpose.
