well if this link works it takes you to a NY Times flood article saying congress is voting on delaying the consumer increases for 4 years. i.e. kicking the can far enough down the road that it is some other congress' problem

It will most likely pass. Of course you have to ask why did they pass the law in the first place without understanding the consequences. We are however, only talking about the scheduled elimination of the subsidies and not the other aspects of the BWA.
