Have the proposed Interagency Q&A's regarding flood insurance from 7/6/2020 been finalized? I have been looking, but have been unable to find anything showing they are finalized.

Getting anything with as many moving parts as the proposed Q&A agreed to by as many agencies as are involved is not going to be easy. It's likely to take a lot longer than you or I might expect.

Anything interagency always takes longer than seems reasonable. Having been on a few of those interagency working groups years ago (when I was still a regulator), "herding cats" is an understatement.
