What do you do when you pull a flood search and it comes back no determination??

What do you mean "no determination"? You mean there is no FIRM for that area?? You would have to ask your vendor. If there is no FIRM, it can't be in a designated SFHA.

Or do they mean they cannot locate the property based on the information provided???

No they are saying they found the property but there is no determination as to it being in or out of a zone.

You need to ask them for a further explanation. There is either a FIRM or there is not. If there is, it is either in a SFHA or it is not.
