We have a property that has a house (not in the floodplain) and it is going to be turned into a residential recovery facility. Individuals will transition in and out of the house and live there for short periods of time. The property used to be a working farm so there are additional structures, one of which is in the floodplain. Can the house still be considered residential?

In order to apply the detached structure exemption, the detached structure must be used primarily for personal, family or household purposes. Even if this "transitory residence" is considered residential, is the building in the floodplain going to qualify? It sounds like this property is used for non-consumer purposes.
