What is this specific regulation and what is the Bank's policy? Maybe there is an explanation... sometimes people that are not used to reading regulations mis-interpret or do not read the full regulation, including definitions, and may erroneously arrive at an incorrect answer... or your Compliance personel may just be wrong...
