I agree that it's definitely NOT a valid CC. But keep in mind, it's not when the loan closes that triggers the increase in the annual fee. It's when the loan is APPROVED by RD on or after 10/1.
That said, it's 9/4 so I don't think you're out of line to begin using .5 to calculate your GFE estimates.
