Well, it is not really a State agency, but a 501(c)(3) organization, although it was formed at the direction of the State legislature.

Well just because it is says it is a state agent does mean it actually is.

I have a customer that is asking me about it and if it was legitimate. They are thinking of applying for some of the benefits and when I went to the sit there was a tab titled donations so I figured it wasn't a state agent. I didn't know if I should encourage them to proceed with applying or not. We are not affiliated with them so I was unsure.

They provide assistance to first time home buyers and assistance to low and moderate income buyers. If you don't know about them, then you might want to do some research and gather up some CRA points if you are looking for CRA qualified investments. You might want to ask your CRA officer, as they should be well aware of their existence.
Donations - yes - they are a non-profit - so yes they solicit donations and investments.
