Cancel Escrow Acct Before 1st P&I

Hi - Is an FI obligated to send an Escrow Account Cancellation Notice if a Borrower decides to no longer have an escrow account a couple of weeks after they closed their loan? Or would the FI simply provide an updated CD and reimburse funds for the escrow account set-up?
