tin certification

I have read all about the UTMAs but have a question about TIN certification of the minor's tax id. We have grandparents wanting to open accounts without the parent's knowledge. How could we go about doing this?

Now we require the parents to sign off on the certification; thus knowing about the account.

How is that going to work?? The parents will be reponsible for the interest income and really need to receive the 1099INT otherwise the tax man is going to come knocking.
