a private flood insurance vendor maintains that AZ law requires 10 days notice and not 45 days notice.
has anyone ran into a private flood policy in AZ and if you have accepted was the company able to put in the 45 days notice language?

It doesn't matter what State law says. The Biggert-Waters bill say that for private insurance to be compliant with the program it has the meet the following.

‘‘(B) provides flood insurance coverage which is at least
as broad as the coverage provided under a standard flood
insurance policy under the national flood insurance program,
including when considering deductibles, exclusions,
and conditions offered by the insurer;
‘‘(C) includes—
‘‘(i) a requirement for the insurer to give 45 days’
written notice of cancellation or non-renewal of flood
insurance coverage to—
‘‘(I) the insured; and
‘‘(II) the regulated lending institution or Federal
agency lender;
