Starting charging for paper statements

I have heard that we can add onto new consumer deposit products that we can charge a fee for paper statements but it is kind of muddled on existing products. If we give consumer customer notice at least 30 days beforehand, can we change our existing products to start charging a fee for paper statements and e-statement be free?
