have a conversation with your boss, and if this is not satisfactory, then with HR. Possibly an oversight or misunderstanding.

Review your employee handbook to see what the Bank's policy is about giving raises.

Very small bank and there is no such thing as an employee handbook or HR??? So I will discuss with my boss. Might just be an oversight. Thanks.

Have you been evaluated in the time you've been with the bank?
At my FI, our year-end evaluations determine the raise percentage. A non-satisfactory evaluation results in no raise.
My gut tells me that if you don't have an employee handbook or someone in charge of Human Resources, expecting an evaluation is probably a crazy idea...
