Must have checking account for loan special - OK?

We are opening a new branch and in an effort to bring in business we are going to run a construction loan special. To that effort, we would like to bring in deposits as well. Can we condition the approval of the loan special upon the opening of a deposit account? If so, can we limit it to that one location or must we offer to all that apply in any location?
