When a FI increases fees & discontinues some acct types & offers new acct types, do only the changes need to be disclosed? Which regulation covers this? It has to be 30 days prior notice?

Look to Reg. DD, Truth in Savings. Your questions have different answers to new, discontinued and changes, but §230.5 will answer most of your questions. You can also look at §205.8.

Changes only to DDA accounts. No changes to CD's, IRA's or Securities.
