Mortgage Scam Company - SAR

I was thinking I may have read this somewhere but I have not been able to locate it. If a customer pays money upfront to a Mortgage Company that is suppose to help them with their mortgage, are we suppose to file a SAR? The dollar amount would be under $5,000.
