Could this be used to described the fraudulent checks from lotteries, contests, etc.? Or is it something more specific to gaming, such as vouchers or chips or something?

Remember that the FinCEN SAR combined reports filed by financial institutions, MSBs and casinos. A gaming instrument could be a casino chip or prepaid card used to store gambling proceeds. Your SARs for advance fee scams most likely involve a cashiers check, money order or business check.
