2012 MFI Income Limits - HUD vs. ACS - 06/26/12 03:16 PM

Have the 2012 MFI income limits been set yet? I saw the HUD 2012 limits documented here:

I also saw the 2010 Census tract listing that includes the corresponding MSA and Tract Median Family Income data, on the ffiec.com/hmda page (4th arrow down on the right).

Should I be using one of these to determine income limits?

Also, is HUD or the American Community Survey setting income limits this year? The San Francisco Fed's webinar last week indicated it would be the ACS setting limits going forward.

Last week's FRB webinar said the data will be out on 6/29. I would visit the following page that day to see if they have posted the data.

Slide 25 of the webinar stated the following:

HUD Estimated Metropolitan Family Income (MFI) will be replaced by the ACS Estimated Metropolitan Median Family Income Listing (ACS MFI)

I am looking for the updated info this morning but can't find it. Does anyone see it? Maybe I am looking in the wrong place?

If you go to the FFIEC site and scroll down to where you see HMDA, CRA, geocoding and Census Reports, select census reports. You will find that the 2012 data is now there.

I see the listing of 2012 distressed census tracts but I don't see the 2012 income limits yet. There is a message on the page that says the data will be released 6/29.

Estimated Metropolitan Area Median Family Income Listing

The listing shows the estimate for the fiscal year that corresponds to the year for which the loan application data are reported. For 1997 through 2011, the listing includes median family incomes for non-metro areas by state by HUD. For 2012 and forward this listing is provided by the FFIEC. This information is calculated by taking the median family incomes of all census tracts by state outside of the metropolitan area boundaries. The 2003 median family income figures on this site differ slightly, for several statewide non-metropolitan areas, from data posted on the Census website or available from an outside vendor. These data differences are minor and would not affect our evaluation of an institution’s performance. When doing their analyses, examiners will accept whichever of these data an institution used.

Did you click on a state and then the MSA to get a report of MFI for 2012, the tract income and percents, and various other info...?

There was no link yet to click under income limits for 2012. Are you referring to the link for 2012 Census Windows Application?

I may be confusing you RR, but this is the page I believe KB was referring to, not the HMDA page.

You can see the link to Census Reports here, click that and then begin searching by state and MSA....

I'm looking for the file that lists the income limits for all MDs. I think they just haven't posted it yet today on the following page.

After you download the census application, open the program (the software download will automatically put a shortcut on your desktop).

Under the "search criteria", select your state, then select all MSA/MDs, and then select all counties. Next, under "report criteria", select "Income Tables", then scroll down the fields (they're alphabetically listed) until you get to "MSA Median Family Income". Highlight it, and move it to the "selected fields" section." Click "Retrieve Report."

At that point, I copied it to an Excel file, sorted by county, sub-totaled, and there are the figures for MFI. In NJ, they are slightly down from the 2011 figures.

It shows you the 2010 MD MFI and the 2012 FFIEC Estimated MFI for all of the MDs. You just have to search for the one's in your state/assessment area.

Ok, I am confused. I thought they were going to be using the 5 year avg going forward instead of the est income.

They are using a new method to calculate the median income. There will still be median income.

I don't think that all of the NJ figures decreased. It looks like mine increased slightly from 67,400 in 2011 to 68,300 in 2012.

You are correct. I pulled up the wrong file. When the file I needed was uploaded late Friday, I got that. Income figures slightly up in our counties.

I think that our numbers became skewed enough when they combined us with some NY counties. I'm glad that the annual figures went up at least slightly.

Except that when I compared the two they were different. I looked at the numbers on the FFIEC site under the 2006-2010 ACS and the 2012 Est. median income and they didn't match. I have been using the first one for my CD loans so far this year and if that is not what the examiners are looking at I will need to go back and change it and that means contacting the borrowers again, that won't make the loan officers happy.
