Opening Deposit Accounts at Non-Bank Location

Okay it has been a while since I have been asked to address this topic and I am having trouble finding a post that addresses it but back in the day I am thinking that we could gather the information and provide disclosures but not accept the deposit from a customer (financial fair type event)..am I going in the right direction?
