Criteria for Pre-Screen

If we want to do a pre-screen under FCRA 604(c), can we consider in our criteria that the customer have an exisitng loan with us. More specifically, we would like to offer a balance increase to customers who are at a certain percentage of their credit limit and have a certain credit score. Obviously following all the opt out rules, etc. that go with FCRA.
