Address Changes -- reorder debit cards

Just curious,
Not a lot of chatter about this provision. Is anyone going to delay the order of cards for 30 dyas after a change or will you use other means to evaluate the validity of the address change?
I am looking for examples of "other means"

I haven't written procedures yet, at least not ones that are for everyone's use, since the regulations have not been completed. But, we are planning on verify the address change at the time it is requested. Not sure how yet, maybe by mailing letter to the old address ASAP, copy of bill from new address.
