442 fee included in APR?

Our compliance software is catagorizing an appraisers 442 Certificate of Completion as a PFC. Is that correct or should that fee be excluded from the APR?

Is the inspection performed prior to closing? If so, it's not a finance charge.

I think there was some confusion related to inspection fees on our construction product.
