Like Skittles said, if the applicant refuses to answer the GMI questions, then you fill it out on the basis of visual observation. There could be Asian, Black, White, Native American Hispanics, etc. Your choice.

Lots of previous discussions on this. As implied, people who consider themselves Hispanic can run the gamut from black, white, Native American, etc. Just check out a country like Cuba.....everyone on the island (virtually) is "Hispanic", but their races vary from white to black to Native American to Asian to a mixture of some or all of those.
