Bonus gifts

What regs & rules apply to giving away tickets for meals at local restaurants (randomly)? Our president wants CSR's to keep tickets (no value on them) to give to certain customers, at their discretion, if they find out the customer is celebrating an anniversary or special occasion, etc.
