POS (point of sale) Booklet and account disclosure

As Reg Z requires account disclosures, how do other banks ENSURE the point of sale booklet is given to a customer to review prior to applying in the store?

What is a "point of sale booklet"??

Like a brochure, it contains the important info about your account, account summary table, cardholder agreement and customers billing rights, etc. All the Reg Z required disclosures a customer can read before applying for the account.

As far as I am aware, the required disclosures have to be on the solicitation/application form. So I am a little confused.
