Why do you want to charge them? Arn't you providing a service to your customer that pays you fess to handle their account? The fees you charge your customer should cover the few cents it costs you to cash a check drawn on your bank.

In my area it is very popular to charge $5 to non-customers to cash an on-us check (all the banks around here do). I don't know of any rules or regs against this practice.

A former bank that I worked at charged 1% of the amount of the check as a fee to the non-customer.
