If additional funds need to be added to the loan amount in a refinancing in order to cover an escrow deposit for taxes and insurance, would this additional sum for escrow deposit be considered "amounts attributed solely to the costs of the refinancing or consolidation"? (Reg. Z 226.23(f)(2)
