FHA Advertisement Rules

I seem to recall HUD issued some sort of advertising guidance regarding FHA loans a while back...rules indicating what was and what was not an acceptable practice. This led to many brokers issuing disclaimers on their FHA advertisements stating things like "we're not a bank" and "we're not a government agency".

I'm looking for that mortgagee letter, or information regarding the rule. Can someone point me in the right direction?
