Changing Credit Card program

Our Credit Card department is looking to "upgrade" customers from a starter credit card to one of the regular programs that we offer; the rate would be going down, most other terms are the same but new cards would be issued. This is not something that was disclosed at the time starter card disclosures were provided.

We do need to mail a change-in-terms notice, don't we?
