Entity/Individual joint applicants-Adverse Action

If there are joint applicants - an entity (new) and an individual - should an adverse action written notification (our procedures require it to be written) be provided to both the entity and the individual? The particular decline file I am reviewing, the application was declined for "value or type of collateral not sufficient".
