If a customer is no longer a joint owner of the account (previously had name removed from account)is requesting information (check images) on the account for the time he actually was a signer, can we give him information on transactions that happened only during the time he was a signer or can we refuse to relinquish any information since he is no longer a signer?

Signer or owner? You are using those terms interchangeably and they are not the same.

This is one reason why 99% of banks do not allow someone to be removed from an account without it closing.

I would either ask for an written "okay" from the current owner or contact legal counsel. I wouldn't just release the information though. I am sure there is a reason that said customer is no longer on the account.
