Blonde moment: Should the tax transcripts fee be included in block 1 of the GFE or block 3?

Block 1 says the bottled blonde.

Just a note that while block 3 seems the most reasonable for this fee, as it is normally paid to a third party, early on HUD came out and set all logic aside and declared that this will be a block one fee. So, you are right to look at it and go, 'huh?"

Not a blonde moment so much as it is more so a 'DUH' moment.
