Can a next of kin file a Death Payment Claim for small dollar balances in a Rep Payee account when the beneficiary passes, or does the Rep Payee have to issue the funds to an estate? In this case there is no estate.... Thank you.

It's up to the Rep Payee to act. Whether the Rep Payee remits to the estate or otherwise is between him/her and the family.
