Changing the Escrow Calendar

We want to change our escrow computation year to be more in line with the date taxes are due. What is involved? From what I read, it seems to indicate that we can file a short-year statement within sixty days after the start of the new computation year and then just adopt the new computation year. Is there something I am missing? Is there any best practice on how to structure an escrow year/cycle?

If no fees were disclosed on the TIL but were on the HUD, does restitution have to be made on fees that were not disclosed on prepaids within .25% tolerance?

I have read recently that adverse action notices have to be postmarked the day that the notice was printed; however, I cannot find this in the Reg anywhere. Can you help me locate this specific topic, so that I can inform our employees?
